When would I install over concrete?

How we install a rug over concrete
First and foremost, you’ll need to be sure it’s the right kind of carpet. As for style, the rug can be looped (such as in a Berber-style), cut pile, plush, etc., but fiber does matter, so be sure it's synthetic like an olefin (most associated with Berber styles).
Fiber does matter heavily, however, so be sure the rug and its backing are both synthetic. Synthetics have better water resistance and nylon, when clean and dry, actually deters mold and mildew growth. If you're installing outside, be sure you're getting outdoor carpeting, and, for indoors, you might also want to think about carpet tile since they, too, have better resistance to liquid.
Seal the concrete before installation; it ensures that the subfloor is clean, dry, and level and eliminates moisture. Also, pay attention to padding; a good choice is rubber padding with antimicrobial properties.
